? how much can you use him? >> president clinton has been an enormous ally for us and asset. two weekends back he was coming in the next day in pennsylvania, and colorado, and people remember that he was a president that came in when the economy was tough, and by the end of his eight years the economy was going well. remember, he and president reagan both in their first mid terms had approval ratings that were sim to where president obama's are right now, but president clinton did so many things to get that economy that was challenged climbing again, and i know president obama looks at his job and feels like it's basically the feel job, take an anemic economy and have it grow stronger, and deal with the deficits over the course of his presidency. there is much to emlate. the good news is, we had a wake-up call earlier in the year. none of the candidates have been running complacently. they have been running scared. for as much concerns people have about the democrats, look at the republican approval rating in the polls. this is not a popular republican party right now. >> some ma

on capitol hill and anne makovec shows us what to expect from the hearing. >> reporter: the hearing is just getting under way in washington, d.c. the goal, assessing what happened before and after the explosion in san bruno. the hope is that it will lead to stronger safety practices for natural gas pipeline and here's live look at that hearing. it is about to start in washington, d.c. it's a meeting of the surface transportation and marchant marine infrastructure safety and security subcommittee. you can see people are about to start taking their seats. barbara boxer there on the left-hand side of your screen. we are expecting to hear from senators boxer and feinstein. the president of pg&e christopher johns, as well as the mayor of san bruno, the california public utilities commission and the ntsb, which is in charge of the investigation into what happened in san bruno. last week, feinstein and boxer introduced a bill to double the number of term pipeline inspectors, increase the penalties for pipeline safety violations and require automatic electronic shutoff valves wherever possible. it

is going to break it down for us. what do these plans do with all that money? >> first off, the $50 billion infrastructure program would rebuild or build 150,000 miles of road, 4000 miles of railroad track, 115 miles of airport runways. essentially, that would be paid for with taxes on the oil and gas industries. it's a six-year program, no new jobs created immediately, and much of the criticism is that it is essentially a payoff to the unions. there is a second plan to be unveiled tomorrow, the "wall street journal" saying that this is a $200 billion plan, $200 billion worth of tax breaks for businesses. it would speed up the writeoff, for example, bill, you spend $10,000 on a computer right now, and immediately, that $10,000 comes off your business income, taxable business income. overall, no new jobs created immediately, some say that this is the president scrambling because his polls on the economy are looking very, very bad, and both of those plans would require a vote in congress, which is not likely. bill: wow, so here we are, post labor day. i can't think of a bigger issue in the co

, savannah. this was the worst helicopter crash in about four years for u.s. troops. nine troops dead. this happened in zabul province, which is in the south-southeastern section of afghanistan. an area where the taliban controls much of the territory and where coalition forces have been stepping up their attempts to push the taliban out. we are told this crash happened about 4:00 this morning, local time. the military says that there were no reports of enemy fire. that the crash is still under investigation. now, despite the fact that there were no reports of enemy fire, the taliban has called news organizations, including a call here at nbc news in kabul, to claim responsibility for the attack. they say they shot the helicopter down. the taliban often does that, claims responsibility for things that turn out to be accidents. and indeed, most of the helicopter crashes here have turned out to be accidents. maintenance problems, the incredible amount of dust in the air. this is the deadliest year for coalition forces. after today's crash, 525 coalition forces have died this year. 351 o
